NCNMEDD's Role in EDA Funding

In 1965, the Economic Development Administration (EDA) began to create regional partnerships all across the nation to help communities work cooperatively to achieve locally set economic development goals. Known as "economic development districts," these partnerships gave local units of government a way to work together and a way to forge regional strategies to address complex issues.

While economic development districts like NCNMEDD have grown with the times, a basic aspect of their original charter remains. Districts are required to formulate and submit an Comprehensive Economic Development Strategy (CEDS), and to update it on an annual basis. The CEDS contains a description of the problems, needs and resources of the region; the goals and objectives of the development program; strategies and action plans for implementing the program; and ways to measure progress.

NCNMEDD is officially charged with preparing the CEDS for the District. The needs and priorities of each community are drawn from local economic development plans, Infrastructure Capital Improvement Plans (ICIP), and other locally created documents, particularly those that have been approved by local units of government.

EDA uses the CEDS prepared by NCNMEDD to determine if specific requests for funding match the needs, priorities and strategies set by the local communities. The District collects that information from local communities, voicing their needs and priorities both individually and regionally. NCNMEDD is required to certify that projects funded by EDA are consistent with the CEDS.

NCNMEDD wants member communities to benefit from EDA funds. For best results, communities with projects should contact NCNMEDD to insure appropriate inclusion in the CEDS and to obtain forms and technical assistance, if necessary.
